Biography

After graduating with a degree in History from the Sorbonne, Eva Bertrand continued her studies in International Relations, followed by a Masters and Doctorate in Political Science at Science Po Paris. Specializing in emergency and security issues in the Russia-CIS region, she initially worked as a consultant evaluator for the Secours catholique-Caritas associations on their actions in the CIS. At the same time, she wrote articles for the biannual “Gare de l’Est” newspaper. From 2014, she was a lecturer at Sciences Po. In 2017, she joined Samusocial International to take charge of Samusocial Moskva in Russia. For her, this involves carrying out actions involving the exchange of practices and interventions with the social patrols of the Moscow municipality, developed on the “Samusocial” model, with a particular focus on women in situations of extreme exclusion, while ensuring the promotion of Samusocial experiences in other regions of the Russian federation, as well as developing lecture cycles with Moscow’s universities and leading schools of administration.

Conference: Can we reconcile emergency and insertion?

Social emergency describes a method of “going towards” those most excluded, living on the streets, who no longer ask for anything and who are unable to go to the help services. How much time do we have, from the urgency of responding to these people’s immediate needs, to the long time needed to set up individual support to envisage solutions for getting them off the streets? National Samusociaux and Samusocial International players have to intervene in a timeframe adapted to each individual, which clashes with more systemic timeframes linked to demands for results, integration and compliance with normative frameworks and public policies that are far removed from the specific characteristics of people, whether children or adults, in situations of exclusion. So how should we approach these times of social emergency?
